If it melts after a few minutes it indicates there is no short.
What type of fuse do you have? You need SB (slo-blo).
That kind of fuse gives some extra slack in the short time range, i.e. it does not melt with an overcurrent for a short duration (seconds). If a coil is energized it takes a lot of current, but only for a short time.
