You can use a Multimeter to test the resistance of the coils to find if one is shorted. You might want to check all of them but you can at least start with the ones on the path where the fuse blows. If the multimeter reads less than 2 ohms the coil probably should be replaced.

Check out pinrepair.com as it has a guide of things to do before you power on a machine the first time you get it and lots more info.
