Sorry to be "that guy" but OSHA does not have a lifting limit. The total weight and where it is located in the plane very much does matter--especially passengers. We use average weights these days so most people don't even realize it's being done. Different aircraft/airlines have different restrictions/policies/methods of computation, but as an example:
Average person (summer) 184lbs
Average person (winter) 189lbs
Carry on bag 30lbs
Heavy bag 60lbs
If there is a large group of passengers outside the average, say an NFL team or large group of children, a different method of computing weight and balance must be used.

Exactly. Fly on a small plane where it isn’t full. They will ask to redistribute some of the passengers around the cabin for weight redistribution.
