In addition to all of the excellent diagnostic advice already given out, there are a few things I did not see mentioned to check.
Do you have a physical schematic book? Page 3-14 gives you the info you need to check your transformer output AC voltages, mainly the 2 red wires on J101 this supplies the 5vdc logic circuit. You can remove J101 and test for voltage across the 2 red wires looking for the AC voltage readings about 9VAC, turn the game off, reconnect J101, and then test the same red wires while in attract mode for the voltage again. You can also measure the AC leads on your BR #2 I think, and pick up the same voltage as you got on the 2 red wires of J101. Then measure your DC leads of BR2 to see what the converted DC voltage is. As you have already done you can then test across TP5 (ground) to TP2 (+5) to read your Q1 transistor out readings. Your TP5 to TP2 DC volt readings should be picked up on your game ROM (bottom far right pin).

The C4 cap just below the cluster of fuses often gets replaced for resets, had you gotten a value from that too?

To measure the MFD you need to have this symbol on your meter.

Not to step on any toes, but if your eye sight is good, you can use a heavy sewing needle, or heavy strait pin to remove the male or female pins. You just need to locate one of the release tabs, and the other is directly across from the first, or 180 degrees. I just re pinned all of my TAF transformer connectors using the sewing needle.
