The topper is made primarily of Vinyl and painted at the factory in a suitable child friendly paint. I'm not 100% sure of the country of origin; I'll have to get a pair of oil free gloves to look for a marking.
It's appropriately sized for toddlers and other children near the age of Andy in the original Toy Story film.
I don't have exact measurements; but believe it to be between 3 and 4 inches.

You have to channel your inner child and imagine the game interactivity. The topper itself is more of a show piece intending to enhance the game not interact directly with game play. Besides; you don't play a topper - you gaze lovingly at them.
For a neat bit of history; this topper was featured in this early Pixar film "Luxo Jr" before earning critical acclaim in the Toy Story films.
