Yes, NOS but not new. They are 30+ years old so they are not perfect. This is 1 Kiss spinner, red is the tongue. The Kiss could probably use a cleaning but waaay better than using a decal overlay IMO. The paint on the wires can and should be scraped off to make the spinner look and work better.
Xenon is one sided.
