No, the bolt is not missing. I need to "shortleg" some of my games due to the low ceiling in our 110 year old home. Lower hole on leg is on upper hole on cab.

Only one bolt being used. Move the lower bolt to the upper hole. One does what one has to do when owning a house with lower ceilings.
