When it comes to licensing music, you hardly get everything you want and it's a completely different beast than other types of licensing. Let alone securing a laundry list like that. Every artist, label require different things from different folks for each situation. A hypothetical example: One artist may have reluctantly changed their position on their music being used in a movie because it was for a Cohen Bros. movie but have said no to other movies in the past. Some labels might not even bother negotiating because the small budget for a "one off" client is not even worth their trouble even if they don't have to please the artist themselves. I don't know Mr Sharp's skill set. There is a reason why "music supervisors" are needed for television and film.
That said, song rights are different than artist music rights. It sounds like DP got song rights which means they can get whoever they want to perform the song and use that. Now, are you going to pay a talented band/producer to perform/record those songs or make it into a midi file? Depends on how much you are gonna spend!
