Frankenstein transformer voltages question

I've been working on a Frankenstein that was struck by lightning. At this point I had a question about voltages coming off the transformer, namely the gi voltages.

The manual schematic shows that the 4 gi wires coming from the transformer should be 6vac. What does this mean exactly? I am getting readings of around 4,4,2,2 from each respective wire so I'm not sure how the schematic info is supposed to be broken down per wire...

This leads me to my main issue which is that the lower gi is out. I've compared voltages between the working upper gi bulbs and the working ones read at about 6vac per bulb while the non working gi bulbs read around 4vac. Seeing this has led to my question regarding the transformer.
