To be honest, Whitey's price are usually crazy high IMHO.
Trust me, I know the amount of money and work that goes into a game like this...

$4500 is at least 2k under FMV for a NOS clearcoat pf swap.
Even the simple and dirty math say"
Base game $1500
NOS pf clearcoated $1000
Swap time minimum of 100 hours
Cabinet redo $500 and another 30 hours
Boards, displays, etc... another $700
Coin door other various parts another couple hundred
You can easily reach $4500 and that is ZERO for the time and skill to get here.
