That piece is a replacement piece of plastic. The original game has a piece of plastic near the top of the ramp that keeps fast-traveling balls on the ramp. Without that piece, the ball would go flying off sometimes. That piece was missing when I purchased it so I put in a replacement piece. It can be re-shaped to match the theme or whatever. Flipper is fine, it rockets the balls up there every time.
