I have no idea where this "fleet vehicle" nonsense comes from but that's a bad analogy anyway you look at it. There's no such thing as a "fleet pinball" you can't go to Avis and rent one. A "privately owned car" may well have as much mileage on it as a "fleet vehicle" and may well have similar wear.
