I guess we'll see. Seems to be people are still soliciting non-refundable money for games that don't exist yet.
This is what pps sent out(in part):
Deposits to reserved your game with PPS:
- $250 for CE/SE
- $1000 for LE
Deposits are fully refundable up to pre-ship notification (which is set to be approx 30 days before game shipment)

This is exactly what pps states: these deposits are refundable up to ship pre-notification (note 30 days for PPS to refund).
