You need a meter to test the fuse and coil and you need a manual to check what size the fuse is. Do you have those?
If no meter, you can try replacing the burnt fuse and see where you're at. Download manual from Stern's website to find out what size (amps) fuse you need and whether it's a slow blow or fast blow. Install new correct size fuse and turn game on. If the flipper immediately goes up when you turn the game on, quickly turn it off. You have other issues. If it doesn't go up right away, start a game and see if it works.
Parts look pretty dirty. May be all original. Might want to do a complete flipper rebuild once everything is working.
