Flipper issues - Sega Space Jam

I have a sega space jam. The game boots like normal but as soon as you start a game both flippers locks on. Both have new coils and the I/O board is new as well. Could the coils have been smoked by the old IO board? Where do I go from here?

Now I'm guessing it's the IO board. It does the same thing in my HD

Can anyone tell me what drives the flippers on a white star IO board?

I have both boards. I found Q15 and 16 blown on both boards. My buddy had 2 of the transistors to replace them so I chose to replace them on the rottendog. Now the flippers constantly flip at about 1 second intervals.
