I've had this happen when metal guide got worn down on a pin. Yours are new so I'm assuming it's how the guides were put in at factory. Only way I found to counteract this is to adjust metal guide as high up as possible close to flipper and adjust flipper slightly pointing the flipper tip up a bit more.
