1. Yes, if the "circle lights" aren't lighting up as the spin relay steps, then the first thing to do is add a bit of tension to the wiper on the side of the spin relay that controls the lights. You can add a bit of tension by slightly bending the pressure blade so that it presses down more on the wiper. Also, be sure there is a thrust washer between the wiper blade and the pressure blade.
2. This sounds like one of the switches on one of the spin control relays is not opening up when that control relay drops out. This would allow the switch on the spin unit to continue to actuate the spin pulse relay even though the spin function is not active.
