Flickering Classic Stern Display when it should display nothing

Have my quicksilver that has a display that is flickering when it should be displaying nothing. Its currently in player 4 position, however i have tried it in ALL positions and it displays the same symptoms - so its definitely the display, and not MPU related.

I have replaced the header pins and plugs on all displays.

When the high score, or the p4 score displays, its perfectly fine, although all the unlit digits still flicker. For example, if i have 1000 points on p4, the first 3 digits will flicker, and the last 4 digits will display 1000 perfectly fine. Its hard to show in a photo, but the attached pic is when it should be displaying nothing at all (p3 is blank correctly, whereas p4 is as pictured).

Any tips on what components to test and/or replace?
