Flash with Williams System 6 mpu not booting.

As the title says. Not booting. Nothing on displays. LEDs blink then go off. Pressing Diagnostic button results in no LEDs lighting. Was using Flippers.com as reference to troubleshoot but there is no reference for when LEDs don't light. FYI I have NVRAM installed on this mpu. Could it be ROM sockets? Interconnect header? I have new interconnect header and sockets just haven't installed yet. Tried replacing 6810 but nothing changed. Just want to understand what is causing this.

2.1.1 *** The first thing you ever do when your machine isn't booting! ***

Rule #1 when trouble shooting an early Williams machine is to first "peel" apart the MPU and driver board and then reconnect them...Chances are that the problem will crop up again in a few days or weeks. If this happens, you should first re-solder the header pins on the MPU board the the connectors on the driver board. If the problem persists, then its time to replace the header pins and driver board connectors.

The second thing is to check the power at the MPU with a DMM and make sure it is in spec when it gets there. 2.3 The MPU board Power connector, the overlooked problem child. Connector IJ2 on the MPU board (left side of the board) brings the +5vdc regulated and +12vdc unregulated power from the Power Supply board to the MPU board.
