check mpu tp3 for +21vdc

Your 82 ohm 2w resistor at r11 looks burnt. That will lead the U8 being under voltage. That resistor drops down the 12v for the ram / reset stuff.

Can you check P22, top left corner, of u8 for +5vdc? That resistor needs replaced either way.

I told you good advice about fixing your burnt R11, did you follow it? Do new R113 and R16 while you are at it.

Non MPU stuff would be a power supply issue. Doesnt sound like that is the case to me.
