You could just decal the spinner. The graphics are out there... Just laminate, apply adhesive tape, and boom; devils dare becomes Ming.

I wouldn't say there is a "safe" way to remove. I've had rusty ones before.
Place a towel down on a table. Put the glass, art side down on the towel. put a piece of 2x4 wood on the lift channel and hit with a dead blow hammer. Move the wood around so the lift channel gets even force applied.
