It looks like someone has added the large Mylar shown here on top of the chipped up fish inserts after they became worn. I think only the upper right and pop bumper Mylar are original. (those were on mine)
Removing the large piece will leave the chipped up fish inserts exposed and probably take some paint with it. I would not take it off unless you planned to touch that up that paint. Large decals also leave a seam on the playflield to catch slow rolling balls. You can clean up the Mylar like plastic with fine Novus.
