My fish tales volume has been fading in and out. I pulled out the sound board and noticed that C28 is completely burned up. I dont have schematics for this board but had schematics for my T2 (which i assume use the same schematics?) it says C28 is a a 1 microfaraday capacitor. What voltage capacitor should i replace this with? 25 volt?

secondly i have an in circuit esr meter(https://www.amazon.com/gp/product/B00GYSFOM6/ref=oh_aui_detailpage_o00_s00)

which i went ahead and hooked up to C18, 34, 15, 38, and 36. I got overread errors on all of these, and got 3.78 on C3. This meter says it can read the capacitor in circuit, but it seems crazy that all of these capacitors would be bad and the only problem i would have is the volume fading in and out. Should i replace all of these?
