The pin is definitely repairable.
Start with Andre's advice above. Let us know what the 5 volts measures. 5 volts is required for the CPU to run. Anything below 4.92 (or so) you will get a reset. To me, given you likely shorted something out, that shorted item might be dragging the voltage down.
Edit: Please help us and help yourself by not randomly replacing any parts on the CPU or PDB. The shotgun approach can cause more problems that it solves.
