Check F111 and F112 fuses with a meter. Solenoid 25-28 are protected by F103 so they are separate.

With game off:
Do you have continuity on the ground wire across the flasher sockets from the board connector?
Do you have continuity from the board connector to the power side of the flashers?
Check if you have continuity from j107-6 which should be the red-white wire to the sockets that aren't working. One lead inside the connector for j107-6, other lead on the socket lugs with red-white wire. If you don't get continuity you have a broken wire.
The only fuse that should matter in this case is f111, for secondary flashers. Page 1-32 of the manual has the fuse list.
I would take that fuse out and then test for continuity to be sure it's good
