I think all the new clear coats are a gamble. The EPA has over regulated and durability is being sacrificed with any kind of clear coat.

Of course they did, but there were less regulations as far as fumes and things back then.
In the effort to be more "Environmentally Friendly" the quality of clear coat (and paint) has suffered a lot.

...and everybody knows that current playfield are not so hard than original. So it needs to compensate for with several clear coated layers and so some time. But time is money...waste money
Playfield restorers are not bound by EPA regulations and such like a big manufacturer would be, so yes they are using "the good stuff".
Here in California it's outright insane, not sure about Illinois...but clearly the new methods are not working well.
