Purely mechanical from 1932. While the paddles might not fit the definition of a flipper, this simple system is quite fun! Fromwhat I read, was quite a hit in its day. Three versions were marketed. This one may have been manufactured by the Ad-Lee company. Sorry, not for sale!

Did you do the resto? Is there a story behind this game?

Yes, 50 hours of polishing, touch ups, restoring the cabinet finish and recreated the castings that hold the glass (wood painted silver) .

The two levers at the bottom outside the glass are your control handles. There are a couple YouTube videos out there.

That looks like fun! I'd while away an hour or two with a couple of beers and S.B.A.s on the glass to keep it interesting. Well done.
