Personally I would try to troubleshoot a little more using Leons's test ROM and a logic probe. It's always best to solder as little as possible.
Just to clarify I would not use the word "pull" - if the solder is sufficiently melted, the leg will practically fall out on its own; all you're doing with the pliers is guiding it out. If the solder is not sufficiently melted, pulling is going to damage the thru-hole or trace.
I'm sure you know this personally but it sounds like OP is not used to desoldering IC's so some clarifying language might be in order.
