Step one would be to get some wood glue into the plywood where it’s delaminating. This will stabilize the ply and help prevent any more sections breaking up. If his is just a players game I’d stop there and just touch up the paint.

If you’re going all in on a restoration my next step would be to use a filler like bondo to relair missing sections. Note that this assumes you are sanding/painting the cabinet.
