Have a look at J3 on the power supply board. There are 2 separate wires that provide power to the left and right flippers separately. Since you are only getting 4V to one of the flipper coils, it could be the connector or a cold solder joint on the header pins at J3.
If that looks good, follow the wires from J3 to the connector between the backbox and lower cabinet and check that connection.

Awesome! Now you know where to look if this occurs again. Cold solder joints have a habit of appearing on the header pins on these games. If it happens again, you should start by reflowing the solder on J3 header pins.
