You absolutely cannot measure resistors while they are wired into a circuit. You are effectively reading the resistance of everything else that is electrically in parallel. The more things in parallel, the lower the reading.

If you seriously suspect a bad resistor, you would at least have to lift one of the legs out of the circuit before measuring it.

Yes! Resistors cannot be measured when wired into a circuit.
