You're chasing the wrong thing IMO. I'd start with the socketed chips in that circuit Barakandl listed above. Do you have a 7400 IC tester?

I've had a cheap one from China off Ebay for a few years, I don't see the exact type that I have, but something like this should be fine.

You can look around and see if you find one that ships a little faster or is slightly cheaper, they're all about the same.

Assuming IC 7,8, and 9 all test ok the game over signal also goes through PIA IV which is IC 5, the leftmost PIA. That is also socketed so if you have a spare it would be worth swapping out to test.
