Firepower continuity question

I replaced the fuse panel on my Firepower. The yellow and yellow/white wires attached to the jumper appear to have continuity to the metal on the backbox because of the riveting being pressed against the back.

So on the new fuse panel I configured all the wires to be housed in an unused fuse bank.

My question is
Are these wires SUPPOSED to have continuity to the metal behind the fuse holder?

I guess an easier question is if you use a DMM and put a lead on the sheet metal and a lead on the jumper do you get continuity on your game?This game was in pretty bad shape so i dont trust what I see with this example.

Interested in what working games show.

Actually i was just told there is some kind of cardboard or paper that separates the back of the fuse holder from the metal so there is NO continuity.

That was the smoking gun from mine (that appears to have sat at the bottom of a lake for a year) compared to an actively working machine.

Agree, there should be a layer of fish paper between the fuse holder plate and the backbox metal insulating that rivet from ground.
