Firepower and Andre Test Chip

I'm still trying to figure out this Firepower board.

Blanking will not go high. I've replaced all chips and sockets at IC1, IC18, IC7, and IC23 and all components in the blanking circuit with no change.

Using Leon's test, the board boots and passes memory tests.

I watched the videos using the Siegecraft Solenoid tester with Andre's test chip. I do not get the same results and I need help deciphering what the tester says my board is doing. This is my first attempt at using Andre's chip.

I should add that when the board LEDs cycle on and off prior to pushing the diagnostic button, the blanking shows high on logic probe when LEDs are on..

Any ideas out there from the gurus?
