When you power on, the MPU boots and it goes into attract mode, but for some reason all the solenoids fire at once and blow the 2.5a fuse.
I've checked the PS and everything looks ok.
I don't completely understand the blanking signal and how the PIA works, but am I correct if the blanking signal is always high for some reason, it would make them all fire?
Doesn't the PIA for controlled lamps use the same blanking though?

Test point 6, Bus #2 clock isn't working.

Has 40pin connector been replaced?

Yes! And new driver board swapped in.

It also occurs with the driver board disconnected.

The blanking circuit runs under the 40 pin on the driver board. Many times when the 40 pin is replaced the blanking circuit is cut right there. If it doesn't make it to each of the ICs that drive the solenoid to ground you will get the behavior you are seeing.

Test for continuity for blanking between the ICs that drive the solenoids and where blanking crosses the 40 pin from the CPU.
