These legs are pretty rusted, and I'm not sure if they'll budge *and*... I, actually don't know, *how* I'm supposed to adjust these... How do I do that, and is there any hope for cleaning these legs or should I just get a new set?

I wld get some new leg levelers at least but also new legs wldnt hurt lol.

Also if you care about you carpet put something under them for now so the rust dont mark it up.
