I'd try this first:
Reflow the solder to see if that might do the trick. Solder between 650 to 700 degrees with a soldering station with an adjustable temperature control (like a Weller) to not damage the board.
If that fails, anyone know if this PCB be sent to any of the 3 major board guys for repair/or where can you get the LEDs to solder it yourself (guessing a distributor could get you the parts/maybe someone else has an alternative vendor link)?

Looks to be integrated. I would try as mentioned above. Or look for lamp pcb board for mini PF.
parts numbers are listed in section 5 of your manual. pg 7 references pg 142 and 143.
I had one light (also on Peter) that was intermittent ...the light board doesn't have a parts side like most pinball boards. I just kinda winged it and heated it on the top side, which reflowed the solder and it's worked like a champ since. I probably could have F'd it up and made it worse...but I got lucky this time lol
