Keep in mind the basics of how these things,work. Voltage is applied to controlled lamps continuously. What makes them turn on is transistor switches that complete the circuit path to ground, allowing current to flow.

Start with this problem. This lamp should not always be on. If this lamp is on with only one of the lamp boards it is a probably a shorted SCR. If it is on with all of them, then there is probably something wrong upstream from that (MPU)

Hmm, this isn't right - you shouldn't have to manually ground a socket during lamp test. The lamps should all blink on their own. Sounds like you have a bad switched illumination return (ground)
