Correct me if I'm wrong, doesn't the majority of network/broadband/cable and other utility lines all run on easements or public land? Is there a company that truly owns most of the land it's cables sit on?

As for the"federally paid for" part, I think he is referring to government subsidies or incentives to lay out the connections and expand the network.
