I wish I had info to share on this one, but I'm having my own sound issues with Devil Riders, so going to follow along and see what folks say in your case.
All I can think of in your case right now is have you swapped the two PIA chips at 1H and 1M?

I believe all the major IC's were in sockets from the factory, all the 40pin IC's on mine were sockets already and there's no sign of any repairs.

The 8910's, I have no idea where to find those.
6821's are getting trickier to find originals, but Jameco still stocks.

Here's a modern option for the 6821's also, jury is still out on if it's 100% compatible in all uses.
