Family Guy volume at 23??

I was playing a Family Guy pin recently and noticed that the volume had to be turned up to like 23 in order for it to be at a "normal" level. (I have 2 sterns - TSPP and AP - and the factory default volume is 16, which I would consider "normal"). What would cause the FG to need to be turned up to this level (23) to make it sound like other stern machines at 16? Is there an issue with the sound board? Thanks for any insight in advance.

Different board sets/technologies.

TSPP and AP are Whitestar, FG is SAM.

On location, my SAM games are usually set to around 30-32.

For SPIKE (at least KISS) I have it set to 5 or 6, for comparable levels.
