The light bulbs and motor are powered by the same power source. If the motor spins, you know you have power to the beacon assembly so no need to go back to the relay board or fuses up to that point.
Have you tested the bulbs? You say you have 30 volts at the bulbs in your post. If this is the case and the bulbs don't light, seems like bad bulbs to me...
