F115 F116 J112 and Voltage Question

I just finished a long restoration project on the Flintstones. After the first boot up, it seemed to play fine. Then, on the second game, it started shooting out balls over and over. After a reboot, I got the F115 F116 J112 an 12V to opto error.

I have been reading about this and the various things that could cause it. Before I proceed, however, I have a question about the voltage readings I am getting from the power driver board:

The board is a brand new Rottendog:

TP = Reading (V)
12VP = 18.85
5V = 6.57
50V = 95 (!)
12VD= 15.8
18V = 24
20V = 29

Certainly this should not be the case. I would assume I need to address this problem first. Would this be a bad board, or could I have hooked something up incorrectly?

The coindoor buttons have also quit responding, which I fear could mean I have blown up a chip or two.

After further reading -

I did not test the V under load. Perhaps these readings aren't as bad as I thought?

It seems that resetting the ribbon cable to the CPU board has solved the problem

I would still like to know if those voltages are OK while not under load.

While not under load, you'd expect the voltages to be 1.4x the nominal voltage - and they are. Simple rectifiers are not exactly precision power supplies.

The 95 volts on the 50v supply is unusually high. I'm still not terribly concerned with that unless you're observing signs of an issue with that (solonoids being more forceful than expected, or the 50v fuse(s) blowing, or transistors blowing, or stuff like that). There also aren't any plausible failure mechanisms that could lead to the voltage being higher than it should be, only lower.
