F-14 Tomcat: Upper flipper problems

The upper flippers will not work with the flipper buttons. So to test them out I grounded out the flipper with a jumper from ground. I get a little bit of movement but not enough to hit the EOL switches. They are very weak when grounded, but you might get a slight twitch using the flippers. I re-pinned the ground connector going to the flipper board and I also tried a difference flipper board. Nothing has made an improvement.
Oh and I can move the flippers with no resistance at all. And cleaned the flipper switches.

Im out of ideas unless I got coil problems, Guess that I better test them.

I removed the yellow capacitor and re-soldered the wires. That didn't help.
Testing the coils, I found that on both rear coils that I would read 7 ohms on one lug and 176 ohms on the other. Testing the front coils, I get 5 ohms on both lugs on both coils.

I think that there is something going on with the rear coils from the reading that I got. Now to figure out what that is....

I found that I still have the same reading with the wires removed. I also verified that I have 75 volts on the banded side of the lug.

I found the specification for the coil and they are correct.

Primary winding (power) ~6.2 ohms (no diode)
Secondary winding (hold) ~160 ohms (no diode)

I also found out that I was grounding the wrong lug getting a weak result. Grounding the correct lug, I get strong flippers.

Well, I'm not sure what I did other than repeatedly hit the flippers, but is it now working.
