Have you looked into the Williams service bulletin about binding diverters ? Mine was trying to move the diverter but there was too much friction from binding and it would not move. After some lube and a slight bend on the coil stop for the lower diverter it started working again. I am on my phone so I cannot provide a link but there is a pinside thread about f14 binding diverters if you search for it.
