If you have the MPU out, you can test each SIP pack for breaks. Put your meter in OHMs and probe between pins 1 and 2,3,4,5,etc. All will give you a reading, minus the last pin, which is just a decoupling cap that can be ignored. If no ohm reading after a certain point, it needs to be replaced.
Or just shotgun replace it. I'd bet 99% it is the SIP, based on the description of the issue.
