They are not. There's a relay on the MPU board that controls the flippers. The relay is either stuck on, or the driver/pre-driver transistor that controls it has failed and locked it on.

U10 pin 19 is the enable signal start. U50 and U 56 is where your problem is most likely at. You should have a logic probe to test it.
