Try and get just one display functioning. I would start with a Wolfpack because they don't care about the 183v. All the boards are new. It could be a bad decoder chip or wire loading down the blanking line which comes in on pin 7 on all the displays originating from J1-10 of the MPU. If that line is being held down or not connecting all the displays will be blanked out.
