12V is a bit low. It should be around 14V actualy.
The lamps are multiplexed with a 6803 game.
The lamps are only active at halve a sinus periode.
That would result in a 6 a 7VDC with the diode in place.
A bit technical.....

Which lamp is off?
Mostly they come in pairs....

There is alway power at the underside of the playfield.
The electronics switch to ground.
The flash lamps (bright lights) are powered with 24VAC (measured phase to ground).
Again here too, they use only half a sinus which results into 12VDC.
Between phase C and D is 48VAC (for the Bright Lights).
Between phase A and B is 20VAC (for the Feature Lights).

By the way, did you check the fuse on the left side in the backbox?
All the Bright Lights have an individual fuse.

I found on my MotorDome games the flashers had gotten too hot and burned the playfield. They rewired them to run with regular 6.3v 555 bulbs. To restore the circuit the way it was intended I replaced the incandescent flasher bulbs with 12v LED flashers, #139 type LEDs. They draw less power and will not burn the playfield and melt the plastics.

Not in "Escape from the Lost World".
Here they used the 106 thyristors (10) to switch the 906 bulbs.
Each are individually fused in the backbox, board on the left side.
