Sounds like only the hold (9v) voltage is firing.
Remember, DE (Deger) flipper design is one single coil of wire in the solenoid (not 2 parallel wound like B/W) and only 2 lugs. So there is no thin or thick wire, just 2 thick wires.
When the deger board senses a switch closure, the red LED flashes once, the coil gets a very short (few ms) pulse of 50v and then hold voltage at 9v.
If the EOS switch (Normally Closed) is open all the time, this can happen - you only get the 9v hold voltage.
The 50v transistor for that flipper might also be bad (always open) on the deger board.
